Although the town did not create a charter until 1953, the Outer Banks community of Kill Devil Hills has the largest year-round population in the islands at nearly 7,000. That was not always the case.

When the Wright Brothers made their historic flight in 1903, the area was little more than empty sand dunes. The nearest settlement at the time was Kitty Hawk, four miles north.
